I saw a talk on a similar system last year, and it was really interesting. The basic idea is to use garbage (fresh or mined from an old landfill) as fuel. Unlike older technologies for burning waste, the extreme temperatures of the plasma (think "temperature of the sun") should reduce (but not eliminate) the pollution problems normally associated with these kinds of facilities.
This talk might include some examples of why a mechanical engineer might need to remember some chemistry.
